By 1807 neutral Portugal was the last country still defying Napoleons Continental System, his attempt to ban British and British colonial goods from all territories under French control. Much to the French emperors annoyance Portugal even permitted ships of the Royal Navy to use the Tagus estuary as a base for shelter and provisioning. Above all, Napoleon coveted Portugal and Spain and their colonial trade. Herein may be found the origins of the Peninsular War.
With Britain in command of the oceans an invasion of Portugal by sea was impossible, so Napoleon had to rely on his Spanish ally to allow the passage of French troops across the Pyrenees. Only in this way could he compel Portugal to adopt the Continental System.
