By the spring of 1813 Europe had been at war more or less continuously for two decades. The ambitious young Napoleon Bonaparte had used the instability of the French Revolution to gain power in France, crowning himself Emperor in 1804. He had then engaged in wars of aggression, conquering and subjugating Italy, Austria and Germany and coming to an agreement with Russia, leaving Britain the only country still outside his sphere of influence.

Unable to gain control of the seas, Napoleon tried to force Britain into line by adopting the so-called Continental System, decreeing that the nations of Europe should not trade with her, and hoping thereby to damage Britain's economy. Instead, Europe's traders felt themselves at a disadvantage. The Russians suffered the most, and they soon breached the Continental System.
