By 1812 Russias relationship with France was deteriorating. Tsar Alexander had been under pressure to break the trade embargo imposed by the Treaty of Tilsit in 1807 which was hurting powerful business interests. But when he tried to sidestep it by allowing open smuggling, Russia was soon brought to heel by her demanding ally, France.

The Tsar, having originally been impressed by the French Emperor, greatly resented his aggressive actions, particularly when Napoleon incorporated the Duchy of Oldenburg into the French empire. The Emperors marriage to an Austrian princess was the last straw. Alexander declared in December 1810 that he would no longer be bound by the trade restrictions imposed at Tilsit, and that in future Russia would trade with neutral countries.
